The Kwai Tsing Safe Community & Healthy City Association (KTSCHCA) is currently recruiting a high caliber executive to lead the Kwai Tsing District Health Centre (K&TDHC) which is a 3-years pilot project commissioned by the Food and Health Bureau of HKSAR aiming to promote individual and community involvement in health management, enhance coordination among medical and social sectors, and strengthen district-level primary health care services to build a “Healthy Kwai Tsing.”

Executive Director

Key Responsibilities:

  • Responsible for planning, leading and coordinating the operation of the DHC and reporting the progress to the BOD and government departments on a regular basis
  • Lead the multi-disciplinary professional service team to implement various health care services of the DHC
  • Maintain effective communication and collaboration with all community stakeholders

Requirements:

  • Degree holder and has at least 15 years of post-qualification professional experiences. Out of which a minimum of 10 years in a management and supervisory position in the areas of public administration, medical service or social service recognized by the government
  • Excellent leadership, communication and interpersonal skills
  • Proficiency in both English and Chinese
Terms of Employment
  • The salary will commensurate with qualifications and experience
  • Appointment will initially be made on a one-year full-time contract, renewable subject to mutual agreement and good performance 
  • The Food and Health Bureau reserves the rights of the final decision in the appointment of the post

Physiotherapist I

Key Responsibilities:

  • Provide clinical and rehabilitation service in K&TDHC Core Centre and Satellite Centres
  • Develop and provide group work, training, health promotion and patient education programmes that aim to enhance self-care and self-management skills;
  • As a team member of multi-disciplinary healthcare team;
  • To supervise a team including assistants, supporting staff, students and volunteers to ensure quality of service;
  • Communicate and liaise with the Hospital Authority, network medical practitioners, professional groups and related parties.

Requirements :

  • Holder of a valid registration certificate issued by the Physiotherapist Board, Hong Kong Degree in Physiotherapy or equivalent;
  • Have a valid Practicing Certificate issued by the Physiotherapists Board, Hong Kong.
  • 5 years post-qualified working experience would be required;
  • 44 working hours per week, required to work irregular hours;
  • Required to work in the Kwai Tsing District Health Centre and the satellites centres;
  • May be required to work in another work location to meet service needs of Kwai Tsing District Health

Occupational Therapist I

Key Responsibilities:

  • To provide occupational therapy services to DHC clients, including assessment, treatment programme planning and implementation, related documentation, and communication;
  • Develop and provide group work, training, health promotion and patient education programmes that aim to enhance self-care and self-management skills;
  • As a team member of multi-disciplinary healthcare team;
  • To supervise a team including assistants, support staff, students and volunteers to ensure quality of service;
  • Communicate and liaise with Hospital Authority, network medical practitioners, professional groups and related parties.

Requirements :

  • Be registered as an Occupational Therapist in Part I of the Register of Occupational Therapists under the Supplementary Medical Professions Ordinance;
  • Have a valid practicing certificate issued by the Occupational Therapist Board of Hong Kong;
  • Practice as an Occupational Therapists for at least 5 years. Experience should cover at least 2 clinical areas;
  • 44 working hours per week, required to work irregular hours;
  • Required to work in the Kwai Tsing District Health Centre and the satellites centres;
  • May be required to work in another work location to meet service needs of Kwai Tsing District Health Centre.

Social Worker

Key Responsibilities:

  • Coordinate training, health promotion activities and assessment with the community stakeholders;
  • Coordinate and arrange patient empowerment programs and other community support programs;
  • Act as case managers of community rehabilitation and provision of counseling services;
  • Volunteers planning, training and development;
  • Develop social support network.

Requirements :

  • Registered Social Worker with degree in Social Work or above;
  • A minimum of 3 years relevant working experience in medical, community health / rehabilitation projects, elderly services and volunteers development;
  • Self-initiative, independent, mature, flexible and good interpersonal skills.

Accounting Officer Officer

Key Responsibilities:

  • Responsible for full set accounting, including timely and accurate monthly and year-end closing, periodic stock take, inventory records are properly updated and reconciled in the accounting system and cash flow management;
  • Assist in the procurement and tendering process;
  • Prepare monthly financial and management reports, service statistics and analysis as required by the Food and Health Bureau (“FHB”) and the Association;
  • Responsible for fee collection and payment reimbursement with FHB;
  • Responsible for the administrative and financial related issues with the network doctors and health practitioners;
  • Assist in annual budget preparation and support the development of the annual work plan;
  • Responsible for human resource issues, such as salary, MPF, and insurance;
  • Ensure proper and complete documentation and filing for easy retrieval of all accounting related documents;
  • Perform ad-hoc accounting projects, assignments and duties as required.

Requirements :

  • Degree or Diploma in holder of Accounting or LCCI higher / ACCA II or equivalent;
  • At least five years of solid experience handling full set of account and experience in health and medical service industry will be an added advantage;
  • Proficient in MS Office application including Excel, Word and PowerPoint is a must;
  • Experience or knowledge in MYOB is an advantage;
  • Good command of both Chinese and English;
  • Possess strong interpersonal, communication and analytical skill;
  • Well organized, attention to detail, strong sense of responsibility proactive and self-motivated;
  • Immediate available is highly preferred;
  • Candidate with more experience will be considered as Senior Accounting Officer.

Executive Officer

Key Responsibilities:

  • Human Resource Management – discharging a full range of HRM functions including manpower and succession planning, recruitment, promotion, performance management, training and development, conduct and discipline, etc.;
  • Prepare regular HR reports for management review;
  • General Administration – provision of a wide range of general administration services including office accommodation, building management, departmental transport services, etc.;
  • Assist in developing and implementing all HR & administration policies and procedures;Policy Support – providing assistance in research of background information, presentation and analysis of the information collected, and liaison with parties concerned to facilitate the formulation of policies;
  • Leading an administration team and ensure team members understand working procedure and standards;
  • Perform ad-hoc assignments and duties as required.

Requirements :

  • Bachelor’s degree from a university in Hong Kong, or equivalent;
  • At least five years of supervision experience;
  • Proficient in MS Office application including Excel, Word and PowerPoint is a must;
  • Good command of both Chinese and English;
  • Possess strong interpersonal, communication and analytical skill;
  • Well organized, attention to detail, strong sense of responsibility proactive and self-motivated;
  • Immediate available is highly preferred.

External Affairs Officer

Key Responsibilities:

  • Supervise and manage the production of corporate collaterals, including in-house bilingual magazines, corporate videos, and others;
  • Assist in organizing regular and ad hoc corporate events and activities of different scales, and manage the related communications;
  • Maintain relationship with media and prepare press releases;
  • Work with other Business Units to develop and execute communication campaigns;
  • Manage corporate advertisement sponsorship and placement;
  • Handle daily news monitoring report;
  • Manage sub-site on intranet and corporate website;
  • Provide general administrative support to the team;

Requirements :

  • Degree holder in Journalism, communication, public relations or other related disciplines;
  • 2-3 years’ experience in corporate communications, journalism, media relations or public affairs;
  • Experience in social media management and video production will be an advantage.
